The first case is pretty straightforward, and answer is "yes." Precedent: Flowers for Algernon, which won the 1960 Hugo Award for Best Short Fiction and was nominated for the 1967 Hugo Award for Best Novel.

The second is more problematical. As far as I know, no such fix-up has ever actually received sufficient nominations to force an Administrator to make a ruling on the matter.
