It looks like there were 12 new constitutional amendments on the agenda at L.A.Con III in 1996, without even counting business passed on from the previous year (of which there were 4 other constitutional amendments).
There was also a resolution to tell people not to die between July 1 and September 10 so they wouldn't get left out of the Memorial List in the Worldcon program book. That one got referred to a committee and I don't know what happened to it later.
