Yes, it would probably be a good thing for the current Worldcon to put on the opening page of their web site's WSFS Business Meeting page something like this:
Changes to the WSFS Constitution, including any changes to the rules for the Hugo Awards, must be approved by votes at two consecutive Worldcons. In addition, new proposals may be introduced each year. The Business Meeting may defeat and amend new proposals.

The Guide to the Business Meeting is one page of the site, but it's actually a sub-page of the general information about the Business Meeting. And I'm not sure how many times we have to repeat things. As it is, I find myself saying the stuff over and over again because no many how many times we repeat it, people don't read it. I keep trying, though.
