WSFS Business: Late Addition
I know that I said that I would be skeptical of any additional new business submitted after the deadline; however, "skeptical" doesn't mean "nothing ever, no how, no way," and something came up that needs resolving or it messes up the rest of the agenda.
Rather late in the game, the Nitpicking & Flyspecking Committee noticed that the change to allow Postpone Indefinitely at the Preliminary Business Meeting conflicts with an existing standing rule (1.2) that prohibits constitutional amendments from being postponed beyond the Preliminary Business Meeting. PI obviously does that, because it postpones the business until after the end of the current Worldcon, killing it because any unresolved business dies when the current meeting adjourns sine die at the end of Worldcon. Furthermore, there was confusion about whether PI could apply to Constitutional Amendments awaiting ratification. That was obviously not the legislative intent, because PI is intended to be a less-harsh form of Objection to Consideration, and OTC isn't applicable to ratification motions.
So, the NPFSC has submitted a Standing Rule amendment entitled PI Scope that, by adding two words to Rule 1.2, clarifies the scope of Postpone Indefinitely: It cannot be applied to a Constitutional amendment awaiting ratification, and it can be applies to a new Constitutional amendment. The NPSFC also is moving to Suspend the Rules to allow this change to take effect immediately
Because the motion affects the entire Business Meeting agenda, I'm intending for us to take it up almost immediately after calling the Preliminary Business Meeting to order, during my opening remarks.
