I'm sure kevin_standlee will correct me if I'm wrong, but any member may co-sponsor a proposal. Even supporting members may do so. Of course any sponsor not attending the meeting in person can't exercise their initial right of a speech in favour, but again I'm sure kevin_standlee will be there and able to take up that challenge if you're not around.
