While yes, outdoors *with distancing* does not require a mask, if he walks up to your car, he isn't distancing, QED. He needs a mask or equivalent if he wants to get close to you. You are perfectly within your rights to either insist he wear a mask or remove yourselves *at speed* from his attempt to contaminate you.
His worrying more about a little gravel than the health of both his employee and guests is telling: He doesn't take the pandemic seriously.
If the employee "can't" (which I doubt) wear a face mask, a clear face shield is an adequate substitute. He probably is one of those covidiots thinking that ADA and "HIPPA" exempt him from masking.
