The basic answer is that the head table has little power if the BM is sufficiently determined.
If the election is not conducted in accordance with the Constitution, the Chair is going to have difficulty ruling the result valid, and the BM will probably overturn any such ruling.

Fortunately I don't expect to be in DC this December...
