I don't understand why they wanted to censure Chengdu. I am curious as to how that committee proposes to deal with the hypothetical situation of another bad Covid outbreak causing a lockdown in the province. Presumably fans would be stuck there. My old boss was from China. He said when his parents, who still live there, were in lock down, they literally were not allowed to leave their house. (Food was delivered.)
