There's an elephant ear cart based in downtown Portland which turns up reliably at any big shindig at Waterfront Park, and sometimes at Saturday Market.

They also used to sell passable elephant ears at Portland Speedway before it closed. None at PIR, though, which is a shame because the calories would come in real handy for the hike around the track.
