Devonshire Accent = American?

Courtesy of Making Light, we have Peter Sellers doing various British [not necessarily English] accents. Sellers, of course, was brilliant at this sort of thing. I wouldn't have thought of equating Cornwall/Devonshire with American, though.

When I was down in Penzance, the accent struck me as a strange mixture of Welsh, Irish, and American Midwest.

Much of what we consider the "pirate" mode of speaking comes from the Devonshire region. Listening to Sellers reminded me of that.
