Moving Worldcon up to the Independence Day weekend is possible, but would start to make Hugo Awards administration more difficult. And as you note, there is Westercon. OTOH, Westercon has been in decline for some years now, having shrunk from a historic high attendance around 2000 to 500-1000. A separate dialog on the future of Westercon may be in order.
