I watched the Leprecon broadcast, which began with people discussing technical details right next to the microphone, so I can shed some light on the coordination: There was a script, with instructions to start reading it at 1:05 local time, and beyond that it was up to how fast the presenter read it. The Leprecon announcement seems to have been the fastest of all, which I put down to Joe Haldeman being a quick if undramatic reader, and the announcement never being interrupted for applause.
