Yes, that is exactly the problem. Not more than 180 days per calendar year, and not more than 90 days per individual stay. And going to Canada or Mexico does not "reset" the 90-day clock, either. Indeed, inserting her Torcon 3 trip into the middle of one of her US stays led to the two of us getting to spend lots of time in the waiting room at US Immigration in Toronto sweating out whether they would let her back into the USA.

In this country's zeal to keep Nasty Furriners out, we're also managing to keep out people who would and do make valuable additions to the USA. Indeed, most of Cheryl's clients are US-based companies, so in her case US immigration policy is diverting income tax revenue out of the USA and into the UK.
