If by longest form you mean "Best Series," there is a group trying to come up with something on those lines. There was a proposal this year; the proponents themselves moved to send their own proposal to a committee to study the issue and report back to next year's meeting with recommendations.
Best Series has a whole bunch of other problems associated with it that I don't think you and the people who think there should be a category for it do not fully appreciate. Among them: are there really fifteen Hugo-worthy series in print every year? (Not just "are there fifteen series works printed ever year?" which is not the same question.) Also, "Do we really want another category that risks becoming a laughingstock because the exact same thing gets nominated every single year -- sometimes even when no eligible works were actually published."
