We did not ask, but we speculate that each bus is assigned to a specific driver, who is responsible for that bus. It is possible that swapping drivers would oblige the company to do things that tangle up their system foe legal reasons. (Note that this is only speculation; I don't know the legal ins and outs of running a passenger transportation system.) The buses are small and the stop is long, so swapping back and forth does not look like it is too much of a problem.
