Sometimes when making policies it means that everyone gets part of what they want but no one gets all of what they want.
In fact, that's exactly what Westercon 74 ended up with. Nobody got everything they wanted. You didn't get what you want. The people who wanted an even stronger policy (which would have, among other things, meant eliminating all of the convention's planned hospitality functions) didn't get what they wanted.
Statistically, with 1 in 300 Americans having died from COVID-19 and with the projected attendance of Westercon 74 being between 200 and 300 people, we're running the risk of killing one of our members if we don't take what we consider to be reasonable precautions against infecting them. You have a higher tolerance for risk than those of us who would be on the receiving end of the lawsuit from the next of kin of the person who died because of our perceived negligence.
