Let me make sure I'm being clear. The table on the right is a sample of the Range Voting ballots, using the simplified model where voters "honestly" rescale their sincere utilities to a 0-10 range (I didn't force it to round, though). We then compare the winner from the RV election to the optimum winner, based on the VSR (voter satisfaction ratio) which is just an expression of social utility efficiency. The two terms are almost interchangeable really.
