The thing is, after the main events they HAD elevator control people, and they were doing the best they could. It probably would have helped to have a separate line for Suits, but that wasn't well marked. And, the elevator control person was telling us to grab any elevator going in any direction to get to our final destination. Oh, well, people will eventually get the timing down.
