Medium of publication is not relevant. Electronic and paper publication are equivalent for Hugo Award purposes. We've been having this discussion for years, and I think it is settled law that electronic and paper publication (and now audiobook) are exactly the same thing.
I would be very reluctant to try and tie WSFS's Awards to another organization's eligibility rules. People already get WSFS and SFWA confused. There are plenty of people convinced that SFWA actually runs the Hugo Awards and makes all of the rules. Putting an explicit reference to another organization's rules in our governing document strikes me as a bad idea.
