Kevin, my proposal is even more radical: For the professional written categories, get rid of Editors and semiprozines. Instead, give hugo awards to the Author, the publisher (or magazine), the editor, and the translator if necessary for the novel, novella, novelette. short story, and related work. You can do the same for dramatic presentation in honoring authors, directors, and producers (and possibly translators). Keep the artist and fan awards as they are. It means less classes, but more hugos.
