Yep. And I'm of the opinion that the Hugo Voter Packet and the increased emphasis by Worldcons on the Hugo Awards (including the work by the Hugo Awards Marketing Committee) was the actual change that made a difference. If Puppygate hadn't happened, we'd still be increasing, but not at such a manic rate. Next year is going to be fascinating for an awards/statistics buff.
