According to the updated FAQ on the Sasquan web site, the 2015 Worldcon does intend to follow recent practice and attempt to produce an electronic packet of works that make the Hugo Award final ballot this year for the benefit of its members. As I've said elsewhere, nobody should ever take this for granted. It's a whole lot of work for the Worldcon. The owners of the various works' rights (not necessarily the authors) may not want to provide the works, as is their right. Don't let anyone tell you that this is a guaranteed benefit of a Worldcon membership. It's not; it's a gift to the members of Worldcon jointly from the various rights-holders and from the Worldcon itself, who have to devote a fair number of "people points" to chase all of the works down and prepare the e-packet.
