I had to work today, but because our customer takes today off and our warehouses were on light duty, I had a bit more flexibility in my hours than usual. That's good because this afternoon I went over to the fire station to attend a memorial event for Jon Osborne, who was Chair of the North Lyon County Fire Protection District (and as I understand it had been involved as a volunteer long before then) around the time that I started attending the meeting. Osborne died unexpectedly earlier this week. He was apparently a year younger than me. (No cause of death has been announced.)

When Osborne left the board earlier this year, he personally asked me to run for the Fire Board even before he announced his plan to resign as he was moving out of the district. I don't think it was just because I was sometimes the only "member of the public" who attended meetings, even some that were mostly pro forma. I was flattered, and while I did not know him that well, I wanted to pay my respects.

There were a lot of people there. He apparently was quite well known here in Fernley. One of the people there was also holding up a phone doing a FaceTime feed to his family back east holding a similar gathering simultaneously. Many people spoke, and at a point where it seemed that nobody else wanted to, I stood up and told the story above about him asking me to run. Alas, the voters of Fernley seemed uninterested in me this time around, but I may try again in two years, when there will be three seats up for election.

After the memorial, people set to eating the various cakes and cookies, and inasmuch as I still had work to do and way too much pie still at home, I headed back home. I had fortunately remembered to silence my phone during the event, because while our warehouses are on light duty, that doesn't mean no duty, and someone was pinging me about an issue on which I needed to respond this afternoon.

For all that I expected a light day, in the end I logged ten hours, split into several segments working around other things.

Back when Lisa and I started attending North Lyon County Fire Protection District meetings, we were often the only members of the "public" (i.e. not a board member, staff member, firefighter, or member of one of the auxiliary groups). Nowadays, enough people show up that they've had to start holding the meetings in a bigger room. I'm not sure exactly why that is, though.

During the public comment at the end of the meeting, I stood up and said how disappointed I was that nearly 60% of the voters in Fernley didn't think our fire department deserved a small raise, which in my case would have been the cost of a take-out pizza once a year. I still wonder what those people who voted "no" will think if they have a fire or medical emergency and nobody shows up because there are only four people on duty at any given time and they're all tied up when that call comes.

As I've said, I did not make it to the general election for the North Lyon County Fire Protection District board of directors; however, due to a couple of resignations for various reasons, two of the five seats on the Board had gone vacant. One was for the rest of 2018 (it's one of those to be filled by the election this November) and the other is through the end of 2020. I went ahead and applied for the appointment. At last night's Board meeting, the three remaining directors discussed the seven applicants (including me) for the seats. When it came to filling the longer-term seat, the current Board chair voted for me; however, one of the others had already dismissed my application because I'd placed last in the primary, and the remaining director sided with him, so a different applicant was selected.

I did go thank the director who voted for me for his confidence in me. And one of the other people who unsuccessfully ran for the seats this time around encouraged me to stay involved and keep coming to the meetings. So I'm less discouraged than I was the day after the primary election. Next time around, three seats will be up for election, and I might not be as distracted by working at a high level on a Worldcon then, either.

Train Time

I knew that Lisa Deutsch Harrigan, riding Amtrak back from Westercon 71 in Denver, would be going by the house this morning, and from checking the Amtrak "track a train" page this morning knew about what time I could expect her to pass. Initially I didn't think I'd be able to go out and wave due to back-to-back-to-back meetings scheduled today. However, the third meeting was canceled, and as the second one ended, I turned up the radio scanner and heard the engineer of westbound #5 talking to a track maintainer. She read back the maintainer's orders permitting her to bring her train through Fernley at reduced speed due to track work. That told me that the train was nearly here, so I got my camera phone out, determined to take pictures and video this time.

Normally the California Zephyr scoots through at full speed (79 mph), but on top of there being a maintenance-related speed restriction, the train was also about to make an unscheduled stop. If you watched the video above, you may have noticed that the door on the next-to-last car was open, and a conductor was standing in the doorway with a step box. The train slowed to a stop with the open door across from the maintenance yard.

Shortly after helping the person from the train to the ambulance, the conductor climbed back aboard and I trotted back to the house, where I could hear both the train and ambulance communication. The ambulance headed for Northern Nevada Medical Center, while the conductor gave the train a "highball," whereupon the engineer gave the requisite two toots of the horn and set off for Reno.

The news from the NLCFPD election is bad. I not only did not make the top four in order to make the general election this November, but I finished dead last. There were 4,289 votes cast. I would have needed at least 588 to make it into the general election.

I got 276 (6.4%).

The voters appear to have been in a bad mood. The one incumbent standing for re-election came in sixth. With such a low voter turnout (about 26% overall and much less for down-ticket races like this), a get-out-the-vote drive didn't actually need to score a lot of people. The range of votes among the top four candidates was 876 to 587. Maybe it's just as well I was so far out of the running. The fifth-place candidate had 579 votes and is probably counting nine people he knew in Fernley who didn't even cast a ballot.

I am of course disappointed, particularly when relatively highly placed people originally asked me to run. But there are small town politics at work here, and next year is likely to be interesting, and not necessarily in a good way. Just because I didn't make the cut here does not mean that I won't keep showing up at meetings — which seems to be a bit more than some of the other candidates in this election could be bothered to do. And I certainly hope that the four candidates who made the run-off are able to participate in a candidate forum because I want to hear what they have to say for themselves.

On the bright side, while I still have to keep filing candidate financial statements into next year, they won't be difficult, because logging in and entering a bunch of zeros isn't that hard.

Tomorrow I learn whether I made the cut into the top 4 for the run-off for the NLCFPD Board. But I'm in the Bay Area right now and there's nothing more I can do about the election, so tonight I'm going to a movie and going to try and not think about the election.

Tomorrow is the primary election in Nevada. I confirmed that I should be able to see the results on the Silver State Election site. It only displays the top two candidates, so the only way to see everyone is to expand the details. To my surprise, I'm the only one of the seven candidates who bothered to send a picture to the Secretary of State's office to appear with my results.

During the past week, one more election sign for the Fire Board has appeared, promoting two other candidates. That's about all I've seen. I also filed my second financial disclosure form, but this one was easy because I haven't spent anything since the initial expenditure for the two signs and the plywood on which to mount them, and that was on the first report, so this was just certifying that I'd spent nothing else.

Because of my Day Jobbe schedule, I can't stay up tomorrow night worrying about results. (Indeed, while working down here in the Bay Area, I have to get up even earlier in order to get to the showers available at one of the buildings. I don't use the RV's shower because it's too small and too hard to use, and wouldn't save me that much time anyway.) It will have to wait until I get to work on Wednesday morning to find out whether I survived to make the final four.

Tonight's meeting of the North Lyon County Fire Protection District was quite long, due to having to deal with the 2018-19 budget and to hear presentations from insurance carriers that probably should have been told they had a time limit for their presentations. I won't be at the next meeting (June 14) because I'll be in the Bay Area that week.

I learned at the end of the meeting that this primary election coming up June 12 is not the final for this board. The purpose of this election for the two open seats is to cut the field of seven candidates down to a smaller number, but nobody could tell me what that number is. The smaller field will then go on to the general election in November, with the top two being elected.

One of the existing directors (who was going to be term-limited out) has moved out of the district and resigned this week. I will apply for the interim appointment, but having to miss the meeting where they will make the decision next month probably puts me at a disadvantage.

As I was coming out of the meeting, I saw that the rain had come back. I hadn't brought a coat or an umbrella. I turned up my collar and resigned myself to getting soaked. As I walked around the corner of the station, I saw that Lisa had drove the Astro over to collect me. (She had come to the start of the 5 PM workshop, but did not have the stomach for the full death march meeting and had walked home before it started raining.) I was very grateful that Lisa kept me from a drenching.

Tomorrow, work permitting, Lisa and I set out after lunch on a drive across Nevada. Exact plans are still not firm. I may not even write about them until we get home.

I had to run into Sparks today to take the minivan to Big O Tires to have them rotate the tires and look at the brakes, which have been doing some squealing lately. On my way out of town, I went by the espresso drive-through where we posted my campaign sign yesterday, having depended on the owner's word that it was okay to post it on her fence.

The sign was gone. Again. This time it was piled up in the back of their lot. The owner wasn't there, and the people in the stand knew nothing about it, so I picked it up and put it back in the Astro and headed home, where I left it with Lisa, who, while I was gone to Sparks, posted it in one of the few spots where I think nobody is going to take it down.

It was equally frustrating getting to Sparks due to an accident on I-80, but I managed to get there before they closed. And even better, after rotating the tires and inspecting the brakes, they told me that there is plenty of brake shoe on them, and that the squeaking might be due to moisture from the recent rains. That, at least, was a relief.

After work today, Lisa and I went to Broeder's Espresso off main street to put up my larger campaign sign. Broeder's has recently moved in and reopened the drive-through espresso stand on Main Street, and the owner told me after we retrieved the sign (the city took it down because it was on their fence; none of us who had posted there realized it was city property) that I could put the sign there. I ordered a large sugar free mocha from them while Lisa got out rope and zip-ties and tied it to their fence. This time we're sure the fence is part of the private property in question because we watched the fence being built last year after the previous tenant moved out and the owners made improvements.

Eventually Lisa got the sign secured and I got my coffee. I'll go get a photo of the sign when it's not pouring with rain.

I got a call this morning from the fire chief letting me know that my sign had been brought to the fire station, and that the Mayor had told him that the fence on which it (and the others) was mounted was city property, and thus forbidden for hanging signs.

After we collected my sign from the fire station and thanked them for holding it for me, Lisa and I drove down to the 76 station to talk to the owner. He had been surprised as anyone when all of the signs came down, as he thought the fence on which we posted the signs belonged to his gas station. He was even more surprised when I told him that there was still one sign posted, albeit not on the short fence.

I obviously have no intention of violating any regulations about posting signs. I'm law-abiding, really! In the meantime, the owner of the drive-through espresso stand down the road says that it's okay for me to put one of my signs along her fence with the other ones that people have posted, as long as (of course) I don't block her shop's signs. We'll probably take a crack at that tomorrow.

The second NLCFPD sign was ready for collection at lunch today. I paid for both signs ($80, which brings my total campaign expenditures close to three digits) and Lisa and I walked down Main Street to post it. I felt a bit like a sandwich-board advertiser and I walked down the street, but I made sure that all of the passing motorists could see the sign. Every person who can remember my name helps.

So one sign came up but another came down. As we drove to the grocery store after work, I saw to my great dismay that all of the signs on or near the small fence near the 76 station, including mine (see here) were gone. Another larger sign on the larger fence to the right was still there. I'm not sure, but I'm guessing that the small fence belongs either to the city or is within the state right of way, and thus all political signs were removed. I'll have to contact the city and the DOT tomorrow about this. According to the material I have, if the DOT removes signs, they take them to the nearest DOT yard, which in this case is just down Main Street. I'd call it walking distance, but the sign mounted on plywood is heavier than I'd prefer to lug it. It's annoying, though, considering that it represents half of my entire public campaign!

On the brighter side, this week's Mason Valley News & Leader-Courier includes the run-down on all of the Fire Board Candidates, including me. For some reason they mixed in one candidate from a different district among the NLCFPD candidates, though.

The second sign I delivered is delayed because my request to have it printed double-sided got mislaid. They were going to try and rush it back when I came by at 3:30 and spotted the mistake, but I told them that tomorrow would be okay. Besides, it had started raining and I didn't want to walk down to Hanneman's in the rain without my coat anyway.

This morning, Lisa mounted the Fire Board sign to the piece of plywood I bought yesterday, and then drilled some holes in it and got out some zip ties for mounting the sign to a fence. After work today, I drove down to the gas station/deli whose owner said I could hang the sign on his fence and got it put up.

Tomorrow I get the second sign from the sign shop and put it up at Hanneman's former car wash.

Yesterday afternoon, I went for a drive around Fernley's main roads to see if there were other areas I should be looking to try and post signs. I find that most of the signs are concentrated on Main Street, so that's where I'll focus. I hope this gets my name in front of people properly.

Conveniently, there is a sign shop just a block away from my house. I took delivery on the first campaign sign for my run for the North Lyon County FPD on Friday.

For whatever reason, the people organizing local candidate forums ignored the Fire Board candidates. I've seen no campaign information for any of the other six candidates, very likely for the same reason I can't put a lot of resources into it: the job pays nothing at all. It's very much like my other hobbies, particularly SF fandom.

I have one more sign on order, made to fit an existing empty metal frame in front of Hanneman's (now closed) Car Wash. (Their tow/repair/propane service is still open, but the owner told me that revenue wasn't even covering the water connection fees, so they shut it down.) The sign I'm holding above was originally going to go in front of the car wash until Lisa spotted the frame, but it needed a custom size as the frame is 34.5 inches square. In the meantime, I've secured permission from another business to post the above sign on their fence along with all of the other signs from candidates for city council, mayor, and county commissioner (all of which are somewhat higher stakes, and even the least of which pays a few thousand dollars per year).

This afternoon, Lisa and I went over to Lowe's and bought a small sheet of plywood, to which we will mount this foam-core sign lest it blow away in the high winds for which Fernley is prone (including today) before we go attach it to the fence over at the 76 Gas Station & Deli.

As a bonus, I found that the 76 has several cans of the Evil Dill Pickle Pringles that I like but that I can rarely find in stores. I think I'll buy the rest of their stock when I go over there to put up this sign tomorrow.

This afternoon, between coming back from breakfast and going to have my hair cut, I worked out my campaign site for the North Lyon County FPD seat. Inasmuch as I don't want to spend any money on this and because I think it's about the right speed for Fernley, I created a Facebook page. I also used some of the material from the site to create a flyer that I took with me to the get my hair cut at A Little Off The Top. The proprietor let me put one of my flyers in her window, which was nice of her.

Next I need to print some business cards with my picture and a pointer to the web site, so I can hand them out to people. Apparently, I'm visible enough with my habit of walking around downtown for my health that just being able to put a name to the face (and the hat) should be helpful.

I'm still working on a small web site for my campaign. It's not like I can spend a lot of resources on this, after all. There should be some candidate forums in the next few weeks. Tonight, however, I simply need to go to the regular Board meeting. Good thing that I'm (mostly) over that flu, and that I'm (mostly) caught up on sleep, because from looking at the agenda, this looks like it could be a fairly long meeting.

After having multiple people whose opinions I respect independently (and as far as I can tell, without mutual discussion) ask me to do so, I took a big step today and entered my first "mundane" political election.

I have filed for a seat (two at-large seats are open; top two finishers are elected, and if two or fewer people file, they'll be automatically seated without an election because there's no write-in provision) on the board of the North Lyon County Fire Protection District. All seats are elected at large. The NLCFPD is substantially the same area and contains the same residents as the city of Fernley. (As I understand it, the slight difference between the city and the fire district's areas will be cleared up soon, and the area in question doesn't have anyone living in it.) I'm running for a four-year term on the five-member board (maximum of three terms under state law). Members serve without compensation, and therefore there is also no filing fee, but you do have to go in person to the county clerk's office to file for office, and the paperwork isn't even available on the clerk's web site, so you don't have the opportunity to review it before actually going in to file.

After establishing my residency (fortunately my driver's license has my street address to prove that I actually live in the district), the assistant clerk went through a checklist of items with me. One reason for having to file in person is that they have to prove that they provided everything to you, so you sign forms that (among other things) testify that you've received everything and had all of the warnings.

Today was only the first step. There are other filings that I have to do online with the Nevada Secretary of State's office, mainly having to do with financial reporting. This is likely to be trivial in my case because I don't expect to do any fundraising or to spend a significant amount of money, but the first filing is due in just a few days, shortly after the filing deadline for the election, so I really do need to get with it.

Filing for office of course is no guarantee of being elected. My late grandmother was a candidate for the school board in Challenge long ago, and lost by a single vote. Getting out any sort of message may be difficult. Unlike California, Nevada doesn't publish candidate statements in the voter guide. But I'll do what I can with the resources that I have.

Mind you, it's not that much different than a volunteer work for Worldcon. Lots of unpaid work and meetings, and probably people who will be unhappy with you for not doing what they want you to do, while balancing too few resources against too many demands. But managing the fire district has a bit more on the line than running a Worldcon does.

Update, 10 March: Clarified that the two open board seats are at-large and not individually contested, with the top two finishers getting the posts, and that if not more than two people file, they'll be automatically seated without an election because there is no provision for write-in candidates.

Tonight was the regular meeting of the North Lyon County Fire Protection District. Lisa and I went over first for the workshop before the regular meeting at 6 PM. Lisa had been up all night working on a project in the house and had to go home before the main meeting, which is a shame, because shortly after the meeting started, it recessed for a dedication ceremony for the department's new ambulance, and I think Lisa would have enjoyed it.

After the dedication ceremony, coffee, and cake, those of us who stuck around went back to the meeting room for the regular meeting. I'm not going to discuss the substance, other than to say that having been a director of a number of non-profit corporations, much of it was familiar in form, although the specific substance was of course different. I'll have more to say about this later.
