It looks better over in the SEC, but I was unable to get my personal laptop to start due to the fan issue. I cannot upload videos from my work machine for company policy reasons.
Today was the Preliminary Business Meeting, which was scheduled from 10:00 - 15:00 (with a 45 minute lunch break, and a £10 available lunch wrap from the hotel). Unfortunately, because the Village Hotel (site of the meeting) did not get the hard-wired internet connection in place needed specifically to let the CART (captioning) operator do their job (CART is being done remotely this year), we didn't get started until after 11:30! This meant that we were wrong-footed all day long.
The meeting was apparently live-streamed. If there are official recordings of the live-streamed meeting, I do not know where they are. Lisa recorded the meeting on her equipment (permitted by WSFS rules) as did one of the Japanese fans who has recorded the meetings in the past.
Due to the delay, we only got through the changes to the Standing Rules and some of the resolutions, but not all of them, and we didn't get to any of the Constitutional amendments passed on for ratification, or any of the new Constitutional amendments. Consult the WSFS Agenda on the Glasgow 2024 website for the agenda items in the list below, where I'll list what happened to what we did consider.
Votes "by show of hands" are uncounted. Counted votes are by "serpentine" standing vote, and yes, there is a provision for people who cannot stand to vote when a serpentine is called.
At this point we ran out of time. This means that anything we did not reach we will take up at the first Main Business Meeting using all of the special procedures explained in the agenda. The passage of C.1 with immediate effect means that Postpone Indefinitely can be used the first time a new proposal comes before the meeting even if it is not the Preliminary Business Meeting.
Because of the timing, Items D.11 and D.12, which are the two items that were not printed in the agenda for the reasons stated in the agenda, will be the first things up on Saturday. That means that if you're tuning in to the live stream for 10:00 BST, you'll probably not see anything but a slide telling you that the meeting is in Executive Session. The Executive Session will not be streamed or recorded, either by official channels or by any other members, per the Standing Rules, and that includes Lisa. (Apparently, some people questioned whether Lisa was going to obey such orders, which is silly. Of course she'll obey the rules. She knows them as well as I do, and I'm the one who wrote the rule in question.)
After the Executive Session on D.11/D.12, we will roll back to D.9, then D.13 and D.14. Then we will finally get to the debate-time-setting part of Section E (Business Passed on), and then the first pass through Section F (New Constitutional Amendments).
Some of the actions that happened today and may happen tomorrow will require electing people to committees. As I mentioned with the MPC, those elections will happen on Sunday after Site Selection is dealt with.
We did not overflow the room in the Village Hotel, although we were close. I don't know how many people will show up on Saturday. By Lisa's count, there were about 100 people attending at peak, but as time went on, some people left.

- A and B: Committee Reports and Financial Reports. Nominations were received for the members of the Mark Protection Committee. I did not get all of the names, but it's quite a few people for the three available seats. The voting for the MPC will happen at the Sunday Business Meeting after the announcement of Site Selection results.
- C.1. Magnum PI: Passed by an uncounted vote by show of hands, and by a 2/3 vote by show of hands, went into effect immediately.
- C.2. Strike 1.4: Passed 49-39. Goes into effect next year.
- C.3. Surprises: Ruled unconstitutional because part of it conflicts with an existing provision of the Constitution, and Standing Rules yield to the Constitution. It is possible that the proponents will find a way to rewrite it and resubmit it later at this year's meeting to remove the conflicts, and that the motion might be considered if they can do so.
- C.4. Repeal 7.9: Passed 49-36, restoring the rules to the way they were before this rule was passed by the Chengdu Business Meeting. It appeared to surprise many people to discover that proxy and remote voting were not prohibited before last year. They are, for the most part, currently prohibited by WSFS's parliamentary authority, Robert's Rules of Order, Newly Revised; however, any Worldcon can publish their own special rules of order that take precedence over RONR, and thus at the moment, any future Worldcon may establish rules for allowing proxies or creating remote meetings, although they are not required to do so.
- D.1, D.2, D.5, D.6, D.7. Hugo Eligibility Extensions: passed as a block with near-unanimous consent.
- D.3. Hugo Eligibility Extension: Failed on a vote by show of hands.
- D.4. Hugo Eligibility Extension: Passed on a vote by show of hands.
- D.8. MPC Funding Request: amended to include the phrase "from any surplus they may have" in order to reinforce that this is only a request, not a demand, then passed on a vote by show of hands.
